Student Code of Conduct

It is the obligation of our school district to ensure that all students acquire the knowledge, skills, behaviors and attitudes necessary to achieve their learning potiential. Students have a much greater chance of reaching this goal when they attend schools that are safe and free of distractions.

We have created a Student Code of Conduct Handbook to present all the district policies related to student behavior in a single document.

We ask that students and their parents/legal guardians review the information that is included in the handbook and acknowledge receipt of this information, either electronically (preferred) or in writing. See page three for details. Thank you in advance to everyone for reading, knowing and meeting the behavioral expectations listed in the document.

Welcome Back!

Months of preparation have come to fruition as the 2013-14 school year is now officially under way. Over 12,000 students walked through the doors of our 20 schools on August 26, greeted by friendly staff who were refreshed and eager to get started.

Many innovative initiatives and changes are in store for this school year, including new principals at Carrboro Elementary and Chapel Hill High. Additionally, Frank Porter Graham Elementary opened this year as the district's first-ever magnet school and Northside Elementary opened in a brand new facility, built on the historic site where the original school of the same name once stood. The district has also launched its new long-range plan which will guide our work and lead us to sustained excellence.

Parents are encouraged to get involved...and that starts with building relationships with teachers and other members of the school community. We urge everyone to become familiar with the websites for both the school and district, where policies, calendars, contact information and much more can be found. Transportation Update: Dual Language and LEAP

Transportation routes are continuing to be improved, adjusted, and fine tuned for students participating in special programs such as Dual Language and LEAP. Please check our web query tool and shuttle bus lists after 6 PM this evening for any final adjustments to our routes.

Important Transportation Information!

Information about bus routes and stops is available on the district’s transportation web page. Our newest tool allows parents to submit an address and see all the bus stops, bus numbers, distance from home to each bus stop, distance to the school, and approximate time each bus will arrive.

To better serve our parents and students, the Office of Transportation will offer extended hours this weekend for phone calls. For transportation information, please call 919-942-5045 (ext. 1) on Saturday from 8 a.m. to 12 noon and also from 4-8 p.m. On Sunday, call from 10 a.m. to 5 p.m.

Long-Range Plan...Our Roadmap to Excellence

Chapel Hill-Carrboro City Schools is pleased to introduce our new long-range plan. It will serve as our roadmap to excellence over the next five years. Superintendent Tom Forcella recently shared the plan as part of the program at this year's back-to-school convocation.

There is no individual or group who can ensure the success of this plan. Instead, it will require the focused effort of our entire community. We must all be committed to implementing its components and holding ourselves accountable.

The plan is flexible and adaptable to change. It is designed to guide our work in a manageable way and will be reviewed each year, soliciting suggestions for additions, deletions and revisions based on the current educational landscape.

You will notice this plan contains five goals accompanied by 28 strategies. Multiple criteria will be utilized to measure the success of each goal. A mid-year progress update will be provided to the Board in February, and a final report will be presented at the conclusion of the school year.

Please take a moment to look through the goals and strategies and become familiar with the direction in which our schools are headed. You can also view the implementation schedule. Do not hesitate to contact our Office of Community Relations (919-967-8211...ext.28227) if you ever have a question.

District's Graduation Rates Rise

The North Carolina Department of Public Instruction released its 2012-13 Cohort Graduation Rate Report earlier today. Chapel Hill-Carrboro City Schools has a significant increase in both the four-year and five-year cohort graduation rates.

The four-year cohort rate (for students who started high school in 2009-10 and finished in four years or less) increased 2.6 percent – from 90.0 percent in 2012 to 92.6 percent in 2013. The five-year cohort rate (for students who started high school in 2008-09) increased 2.5 percent – from 90.8 percent in 2012 to 93.5 percent in 2013.

“We are very pleased with the increase in our graduation rates and we salute all of our hardworking students, teachers and administrators,” said Superintendent Thomas A. Forcella.  “However, we will not be completely satisfied until every student graduates, and that will continue to be our goal moving forward.”

North Carolina’s four-year cohort graduation rate also continued its upward climb and set another record. In 2013, 82.5 percent of students who started ninth-grade in 2009-10 completed high school in four years or less. This is up from the 2012 rate of 80.4 percent. The five-year cohort graduation rate for students who entered ninth-grade in 2008-09 showed a five-year graduation rate of 83.1 percent, up from the five-year rate for the 2007-08 ninth graders of 81.1 percent.

Leplin Named Executive Director of Exceptional Children

At its July 18 meeting, the Board of Education approved the hiring of Dr. Sherron Leplin, currently principal of the UNC Hospital School, as the district’s new executive director of exceptional children.  Leplin brings a well-rounded background, along with a depth of experience, to her new role. She previously served as a principal with Durham Public Schools and Orange County Schools, as an exceptional children coordinator and assistant principal with the Chapel Hill-Carrboro City Schools, and a counselor, coordinator and teacher with Guilford County Schools.

Leplin earned her doctorate and two master’s degrees from the University of North Carolina at Greensboro. She also earned a master’s degree from North Carolina A&T University and a bachelor’s degree from Appalachian State University. 

The Board also approved Tony Widder as the interim assistant principal at Scroggs Elementary.  Widder spent the past school year at Scroggs Elementary as an administrative intern. He also served as a math teacher for seven years at Reedy Creek Middle School in Wake County.  Widder received his master’s degree from the University of North Carolina at Chapel Hill and his bachelor’s degree from Kent State University in Ohio.

July 18 Board Meeting Location Changed

The Council Chambers at the Chapel Hill Town Hall, along with the downstairs conference rooms, were flooded and will not be usable by July 18.  Thus, the July 8 and July 18 Board meetings will both be held at Lincoln Center (750 S. Merritt Mill Road).

Carrboro High Awarded Second Consecutive Wells Fargo Cup

Congratulations to our Carrboro High student-athletes and coaches, along with Athletic Director April Ross, on another outstanding year of Jaguar athletics - and a second consecutive Wells Fargo Cup! Their dedication and commitment to team goals are a source of inspiration for our entire community.

Wells Fargo, along with the North Carolina High School Athletic Association (NCHSAA), recently announced the final standings in the Wells Fargo Cup competitions for the 2012-13 academic year. The Wells Fargo Cup is sponsored by Wells Fargo and the NCHSAA. The award recognizes the high schools that achieve the best overall interscholastic athletic performance within each of the state’s four competitive classifications. The Cup program is in its 34th year.

Carrboro was the Cup winner among 2-A schools for the second straight year.

"We sincerely appreciate Wells Fargo's commitment to our overall program in recognizing our champions," said Davis Whitfield, NCHSAA commissioner. "These schools which win the Wells Fargo Cup do a tremendous job with their overall athletic programs, and we are grateful for Wells Fargo's desire to recognize their achievements."

Carrboro had an impressive spring to secure its second consecutive Cup, rolling up 225 playoff points in the spring for its 612.5 total, well ahead of runner-up Cuthbertson at 442.5 points. Carrboro won the 2-A women's outdoor track crown and was the runner up in men’s dual team tennis among its top spring finishes. Earlier in the year, Carrboro's women's cross country team won a state championship, while the football, men's soccer, and men's and women's swim teams finished as state runners up.

Wells Fargo Cup points are determined by a system based on performance in state championship events. All schools that finish in the top eight positions (plus ties) earn points. In the playoff events involving teams from more than one classification, Wells Fargo Cup points are awarded based on the school’s standing against other schools in its own classification. If fewer than eight schools from a classification compete in a sport, only those schools that are represented are eligible to receive the Cup points.

Points are awarded for all sports as follows: 50 for first, 45 for second, 40 for third, 35 for fourth, 30 for fifth, 25 for sixth, 20 for seventh and 15 for eighth. In the event of a tie, the schools receive an equal number of points based on the number of teams that tie and the number of teams that finish higher in the standings. Five points are awarded for each sanctioned sport in which a school competes.

“We are very happy for all of our student-athletes at Carrboro High,” said Chapel Hill-Carrboro City Schools Coordinator of Athletics Scarlett Steinert. “They have worked very hard, stayed focused on their goals, balanced practices with academics and represented our community tremendously.”

Wells Fargo Cup standings are announced three times each school year: once after the fall and then the winter sports, and concluding with the winner after the spring sports season ends.

Chapel Hill High - Runner Up in N&O Cup

Congratulations to Chapel Hill High for finishing as runner up in the first News & Observer Cup All-Sports competition.

The N&O Cup ranks the teams without regard to NCHSAA, N.C. Independent Schools Athletic Association, Christian School or independent affiliation or classification.

The program awards points to schools based on their finish in the final News & Observer rankings in nine different sports. Rankings from football, volleyball, boys and girls basketball, boys and girls soccer, volleyball, baseball and softball are used to determine the winner.

The N&O also ranks boys and girls lacrosse teams, but did not include those in the Cup standings because a majority of area schools does not field lacrosse teams. The N&O ranks 20 teams in football, but awarded Cup points to only the top 15.

The Tigers strong showing, only ten points behind Green Hope High for the title, was helped by a No. 2 finish in girls basketball, a No. 4 finish in volleyball, No. 5 in girls soccer and No. 6 finishes in boys soccer and boys basketball.
